Shopping Mall Redevelopment and Re-Use

The redevelopment of shopping malls may be the most active asset class in 2023.

Shopping mall redevelopment and re-use projects are in planning or in active development throughout the U.S., and around the world.   Retail malls (and their anchor retail tenants) were already threatened by changes in out-of-home versus online shopping behavior, well before the Covid-19 pandemic.   The coronavirus has not only propelled these changes but caused new shopping sensibilities to emerge as lock-down and work-from-home orders persisted.


Depending upon local customer demand and interest from major new anchor tenants, shopping mall redevelopment is taking on a number of different approaches.   All the approaches are founded on highest-and-best use considerations, beginning with the quality of location.  In general, malls are well-located within their host communities and situated at well-trafficked streets and intersections.


Assuming a mall is well-located, the options for redevelopment or fuller adaptive re-use are numerous.   Some of the typical re-use scenarios for shopping mall redevelopment and re-use include:


  • Separate repurposing of a single major department store pad.  Pembroke Lakes Mall (Florida) is an example, where the former Sears department store is to be converted to a Round One Entertainment Center.


  • All or partial demolition of the existing mall to allow for a more vital mixed-use program to emerge.  Elephant & Castle mall in the U.K. is an example, where the mall and surrounding area will be razed to make way for a new $3.5 billion regeneration project to emerge.


  • All or partial demolition to allow for multi-family residential, whether ownership or rental.  Multi-family residential, whether ownership, rental apartments, and/or a form of affordable housing, or all potential viable uses in such re-purposing.


  • Re-leasing of anchor slots to major alternate users, such as health care, sports or fitness, or location-based entertainment.   Other non-retail users are also interested in these anchor slots, including data center operators, online retailers needing “last mile” fulfillment, and so-called dark grocery stores and ghost kitchens.


  • Complete re-tenanting of an existing mall through on major (new) anchor.  IKEA’s acquisition of 945 Market Street (the 6X6 Building) in San Francisco is an example.

A 43-acre property including the 869,000 SF BHCP shopping center. Formerly owned by Capri Urban Investors (Chicago). The mall first opened in 1947.

The mall was demolished in early 2009, first opened in 1980.

Bon Marche Mall

EdgePWRBefore its repurposing, the original Bon Marche Mall was the city's first enclosed shopping mall and eventually became a high-density office park that was renamed Bon Carré. The 43-acre property now serves as a business hub for a number of local and national companies. The Bon Marche Mall first opened in 1960.

The Sears wing of the mall was demolished in 2019, to make way for redevelopment.

WRS RealtyRedevelopment plan envisions call 500 to 600 townhouses, 120 to 150 condominiums, and 175 to 250 apartments, along with 400,000 to 500,000 SF of retail, along with suitable parking. The 102-acre mall property now includes 1.1 million SF of retail and 7,000 parking spaces. Originally built by Taubman Co., the mall initially opened in 1978.
Landmark Mall

Howard Hughes Corp.Inova Health System has announced plans to build a $1 billion medical campus on this vacant 52-acre mall site. The hospital system plans to anchor a walkable, 4 million SF medical, retail and residential community, featuring a mixed-use, walkable urban village, with a central plaza and parks. A transit hub would include bus rapid transit, the local DASH bus system and Metrobus. The central portion of the mall shuttered in 2017. The mall first opened in 1965 as a 3-anchor open-air center.

The mall failed and was shuttered. A Lowe's opened in 2018 at the space that was once anchored by Macy's. Metcalf South had first opened in 1967,
Metro North Crossing
Kansas City, Missouri
The former Metro North Mall (896,874 SF) is under redevelopment, to include housing, office, and retail. One area of the former mall has been replaced by T-Shotz, a golf entertainment complex with 66 climate-controlled hitting bays on three levels, along with restaurant and event space. The former mall had opened in 1976.
Metrocenter Mall
9617 N. Metro Pkwy W, Phoenix, Arizona
The mall permanently closed in June 2020. In 2016, Carlyle USA received approval for a new Planned Urban Development Zoning Overlay for the 1.6 million SF mall. The owner’s plan was to turn the property it had acquired in 2012 into a mixed-use destination with retail, medical office, hotel, dining, residential, senior care and office components. The mall had first opened in 1973.
Midway Shopping Center
St. Paul, Minnesota
Property owners and operators Rick Birdoff, RD Management, RK Midway and Minnesota United FC soccer team owner Bill McGuire received city approval five years ago for a master redevelopment plan that calls for offices, apartments, a hotel, parks and other amenities to create an urban village. Next door to Allianz Field, near the corner of Snelling and University Avenues.
Military Circle Mall

City of NorfolkThe City is seeking a developer to undertake a mixed-use transformation of this mall. The city of Norfolk paid $13.4 million in June 2020 for the 73 acres that include the mall and a long-vacant DoubleTree hotel tower next door.
Moorestown Mall

PREITHousing, a hotel project and a town-center complex are envisioned on parts of the existing mall property, now approved by the City Council. Macy’s, Lord & Taylor’s and Sears anchor stores have shuttered in recent years. The mall first opened in 1963.
Moorestown Mall
Moorestown, New Jersey
Pennsylvania Real Estate Investment Trust83-acre mall. The township planning board has advanced an effort that could lead to the Moorestown Mall being declared an area in need of redevelopment. The mall owner desires to demolish the former Lord & Taylor store, for housing development. First opened in 1963.
NewPark Mall
Brookfield PropertiesPreliminary plans submitted by Brookfield Properties envision the demolition of two large, two-story buildings on the eastern side of the mall — the 120,000 SF former location of JCPenney, and the 87,000 SF former location of Burlington (previously a Mervyn’s store). A 126,000 SF, two-story section of the mall would also be demolished to make room for a large discount warehouse. Costco is considering adding a nearly 162,000 SF Costco on a roughly 74-acre portion of the NewPark Mall site.
North Dekalb MallEdensThe 77-acre mall was acquired by Edens (from Sterling Organization) in September 2021. The 637,000 SF mall first opened in 1965.
North Point Mall
