Confidential Assignment  |  Business feasibility and select site due diligence reviews, for potential outdoor recreation “adventure park” in the Western U.S.    Limited indoor spaces included possibilities of repurposing on-site buildings.   Some of the first phase recreation activities may include horseback riding and stables, ATV trails, disc golf, miniature golf, and picnic areas with scenic views.

 

The phased development plan included consideration of more simple recreation activities easily provided, to be followed by more complex and capital-intensive attractions after the location is established.   Some of the later phase recreation activities may include zip lines, a cliff-side downhill coaster, ice skating, a pump (BMX) track, and an elaborate outdoor maze.

Hollywood Redevelopment Plan

Community Redevelopment Agency of the City of Los Angeles  |  Government and public sector consultants for economic market studies and financial analysis to support the filing of community redevelopment plan for the Hollywood area of Los Angeles, California.   The work included extensive review of companies, jobs, and residents within the proposed redevelopment project area.

Dubuque Economic Development

City of Dubuque  |  Work as government and public sector consultants for economic development, including business plan and tactics for community economic revitalization, including targeted area redevelopment. The business plan included a five-year strategic plan for the city’s implementation, and specific redevelopment and development proposals in various locations throughout the city.

 

Dubuque’s waterfront features the Ice Harbor, where the Diamond Jo Casino and William M. Black are based. Recently the National Mississippi River Museum and Aquarium, the Grand Harbor Hotel and Waterpark, and the Grand River Events Center have been built just north of the Ice Harbor. Land for this project was acquired from several businesses through condemnation of their properties under eminent domain.

 

As with so many U.S. cities, Dubuque has been featured in major Hollywood films – the movies F.I.S.T. and Take This Job and Shove It were both filmed in Dubuque. About 25 miles west of the city is the town of Dyersville, Iowa – where movies Field of Dreams, was filmed.

Management review of port district leasing practices, including lease administration and lease rate.

 

The Port of San Diego was interested in confirming whether or not its ground lease rates, issues of highest and best use, deal terms, and operating polices were at par with “best practices” at other world port districts, particularly, at U.S. West Coast port facilities. A study was undertaken concerning regional market conditions, competitive conditions at other world ports, “best practices” at such other ports, and other related factors. Recommendations were prepared for consideration by the Port of San Diego, with regard to lease rate-setting and deal terms.

 

The Port of San Diego is a special government entity, created in 1963 by an act of the California legislature in order to manage San Diego Harbor, and administer the public lands along San Diego Bay.

SB-99 Pleasant Hill, California – Bond Program Due Diligence

Community Redevelopment Agency of the City of Pleasant Hill  |  Market and financial feasibility study for condominium conversion, in support of SB-99 mortgage revenue bond issuance.   The work included select due diligence concerning specific projects to be included in the financing package.

 

California law in the 1980’s authorized both state and local governmental entities to issue tax-exempt mortgage revenue bonds (“MRB’s”).   The proceeds from the sale of these bonds are used to provide financing for the development of housing at interest rates that are below prevailing market rates.   State law generally restricted availability of this subsidized financing to low- and moderate-income households.
